I don't see how leaving the HP printer CD in the drive could cause a boot or start-up problem. It sounds like the driver install went whacko and messed up the Windows pretty bad. If you don't have any data (pictures, music, documents, etc) that need saving, you can try reformatting the drive and installing Windows again. Be sure the printer is NOT connected to the PC until Windows is done installing and all your drivers have been installed properly. You may want to visit the web site of your hard drive manufacturer and download and run their diagnostic tool before installing Windows. That way you'll know if your hard drive is failing. If you don't know who made your hard drive, it's easy to find out without opening the case. If the PC is running in Windows, go into the Device Manager and click the plus sign next to Disk Drives and write down the model number (sometimes it will show the full manufacturer's name) and do a Google search for the number you wrote down, and the top 2 or 3 results will take you too the correct web site where you'll click on support or downloads. If Windows is not running, go into the PC's BIOS setup (usually by pressing F2 or Del right when the PC is powered up) and look thru the IDE devices list or the Boot Order list for the model number. Again, Google search it (on a different PC of course) or post it here and we'll help you....
