Display has grey lines

I'm not sure what to do with my display, I have grey horizontal lines, not real dark but enough to see them and to be annoying. I am running windows 98, my monitor is a viewsonic e70.

I have already tried:
a different monitor (still there)
reinstalling drivers
reinstalling my monitor
tried different screen sizes, colour range

Not sure what else to try, any help out there for me?

I believe the capacitors on the motherboard are going bad, you could get an aftermarket video card, eventually the board will go south. ed
