dl.exe is the devil

a couple of days ago i returned to my computer to find that my wireless internet was no longer working for no reason in particular. i tried to open up a mozilla window a window appears called dl.exe, with a message box labelled "16 bit MS-DOS Subsystem" that says "The NTVDM CPU has encountered an illegal instruction. CS:06da IP:03d8 OP:63 3d 22 68 74 Choose "close" to terminate application." It gives me a close/ignore option. Ignore seems to do nothing, and close closes it. (If I do nothing then more windows appear saying the same thing). after a few system restores, hours of browsing forums on the internet searching for answers, buying the most recent version of norton antivirus which i couldnt even install due to the fact that i can only boot in safe mode), i've finally decided to make a post. this is a very tricky situation for me due to the fact that i cannot use the internet on the infected computer to run any of the scanners or download any of the recommended tools. any suggestions on how i can get my baby back to working standards?

Please download Combofix and the MGTools using another computer and see if you can install these onto your computer in safe mode. Combofix needs to be installed on the desktop and the MGTools should create a folder under C and when you run them will produce a set of logs which will appear directly under C as a file called MGlogs.zip. The instructions for these can be found by going to the READ & RUN ME FIRST where you will need to scroll down to the bottom of the page and choose the link for the instructions relevant for your operating system. On the page that opens, you'll see instructions for both Combofix and MGTools. If you can install and run them, please attach the logs with your next post. Let me know if you are able to do this or not.
