Do I Need Amd Vision Engine Control Center?

I ran a full scan with Avira. It made two non-threat detections: YouTube Downloader (which I declined to quarantine) and another, which it did not identify.

While Avira was running, WinPatrol made the following report about something that IT detected, presumably the same thing that Avira detected but did not identify.
I clicked on the "Reject Change" button, but about a minute later the same WinPatrol warning appeared again, so I selected "Disable". Presumably it will re-launch on bootup.

I searched my computer for "amd" and found the following executable:

    AMD VISION Engine Control Center

I've seen that before on bootup.

I opened the file location and found:

    C:\Program Files (x86)\ATI Technologies\ATI.ACE\Core-Static\CCC.exe

An online search identifies CCC.exe as AMD Catalyst Control Center.

Windows Experience Index reports for this program:
I inherited this computer from my brother. He was a builder who ran I believe 4 or 5 different architectural drawing programs. I think he may have been using AMD for one or more of those, but maybe he have been using it to play video games with his kid. I don't use either of these applications.

What I want to know is whether my computer may be using AMD for any other application which I DO use. If not, I can uninstall it. Alternatively, I could set it to Manual Startup in WinPatrol.

CCC is a display/gaming control panel for AMD/ATI graphics, Vision is similar but specific to AMD CPU + graphics or AMD APU, combined CPU and graphics: http://support.amd.com/en-us/search/faq/57

So, whether you load either or not depends on the hardware, AMD graphics cards and 3D gaming still work fine without CCC even installed. Windows will continue to control your display settings as normal.

In WinPatrol > Services I found two AMD services:

AMD External Events Utility (ATIESRXX.EXE) and
    AMD FUEL Service (FUEL.SERVICE.EXE)

Both were running and had Startup set to Automatic.

There was no problem in stopping them both and in setting AMD FUEL Service's Startup to Manual, but for some reason I couldn't do the same for AMD External Events Utility.

Disable the External Events utility via Autoruns (it's basically to change display settings via keyboard shortcuts), Fuel can be uninstalled via CCC/Vision Control Panel or Add/Remove > AMD CCC, always install via Custom mode rather than accepting defaults/Express settings when you install anything.

I downloaded Autoruns.zip and extracted it, but there are actually TWO executables here, Autoruns.exe and autorunsc.exe. Which should I run?

    OK, I disabled External Events:

    And I ran CCC.exe:

and brought up AMD VISION Engine Control Center:

but I don't see how to uninstall Fuel. Suggestions?

If there's nothing useful under the Preferences button shown in your image, go to Add/Remove and select CCC, that should bring up the modify option where you can go Custom and remove anything you don't need (or all but the drivers - though that will still leave the CCC control Panel), there's a way to install only the drivers, no CCC, but you'd have to uninstall everything related to CCC first and then upgrade the drivers from DevMan by pointing deep into the AMD extracted files folders).
