Do you have to log in as administrator?

I followed the instructions to clean my system. It seemed to work. I did them under my personal log in (not the administrator log in that is available in safe mode). When I finished everthing seemed ok. then I logged out and logged in under my wifes login. when i started internet explorer it had a spyware toolbar and the pop ups started opening again, seeming to put me back where I started.

Should I have done the steps in safe mode as administrator, or did I just not get to the root of the problem?

    Thanks

All user accounts must be checked and cleaned. If you cannot boot into safe mode on some of them, do the procedure in normal mode.
