Can you let me know about if I install and connect a 2nd HDD [with no OS] to the PSU, does it still take power when not being used?

Yes it does about 5-10 watts while idling,it only raises a couple of watts when the hard drive is being accessed.

If the hard drive is not accessed for a certain amount of time windows will turn the hard drive off, default in windows 7 is 3 minutes but you can set it to as little as one minute in control panel, power options.

I don't know how much power the hard drive will draw when its in off mode 'spun down' but I assume its couple of watts to negligible depending on the hard drives efficiency.
