Does this look like a genuine message?

Been trying to get onto someones blog but i keep getting this message appearing at the top of their page...

"Upgrading servers. We'll be back up in a few of minutes.
We are currently storing submitted entries for later processing."

It's been like it all night and not just the few minutes it says about, plus it's written in less than perfect English so i just wondered if it's the sort of genuine message that you can expect here or if it's one meant to stop you getting onto the site?

many blog setups have a variable to temporarily disable the site when the owner is doing maintenence or upgrades. It could just be that they are doing a bit modification, or they aren't ready to go public.
