   Not sure if I am posting this question in the correct place, but.....
   
   Is there a program that will allow you to download files/video/etc to your computer, such that the download cannot run (even if it tries to automatically) and wreak havoc until it is scanned for viruses? Basically, a sealed and contained download-area where nothing can leave (be active) until one determines that all is truly safe. Thanks.

   No there is no such thing but properly protected PCs will scan the files as you download them or try to run them. Also there are special protection environments that you can setup to help control potential problems.
