Is anything else screwing up? Why not do an online scan, just to rule out things:
    Panda online active scan

This may be a pretty stupid answer.

But, I have seen this in the past, and this seemed to work.

Perhaps the files in question have been dowloaded, but fore some retarded reason they are off the screen.

Can you right click on the desktop and select, Sort by, name or date modified?

Other than that, follow, TimW's suggestion.

I do wonder if the following also may work.

Can you clear out your temp files, by deleting anything within:

Click START, then RUN, then type in ---> %temp%

Delete all files here, then try to re-download the program.
