Drives want to format

    I am not sure which forum this should go in, so please move it if I have it in the wrong one. I am running Vista....
    Whenever I put in a cd or dvd, or even a flash drive in, I get a pop up to format it. I don't want to format them, but that is not an option. Doesn't matter if it is a new one, or one that already has data on it.
    Any ideas on what is going on? I am baffled.
