Dual monitor display.....

Okay here is the deal, i'm a computer tech and just recently upgraded machines on my work desktop. We have Windows 7 RC installed and cannot get my second dislplay working. Motherboard has onboard VGA, PCIE, PCI. We have two brand new PCI video cards and both are doing the same thing. Bios set to PCI/INT VGA. Boots fine off the PCI card and will display up to the windows logo right before login. Goes as far as playing the sound which SHOULD bring me to the login screen but doesn't. I've left for some time and no change. My first thought was it's drivers. I set bios back to onboard video with the card still installed loged in and installed drivers, reboot, change bios to PCI/INT VGA, same thing...... I'm going to update the bios right now but have a feeling this is not going to change anything. Here are my specs any input would be appriciated.
