Duplicated shortcut icons on desktop!

When I open up, and I run in XP Home SP2, I have about five icons showing on the desk top i.e. My Computer, Norton's Waste bin, Our Docs, IE, and Outlook. If I add any others by right clicking a program from my program list and sending it to desktop, an icon appears and also shows in Documents and Settings/All users/Desktop folder, but after a while it is duplicated. They all open up again when I restart, but when I try to delete one icon froa selected program the other icon remains but will not operate and under properties in states This is not a valid shortcut.
Scratching my bald head has not helped.

This will at least ascertain there is no 3rd party causing this.
