Editing Photos In Windows 7

I have a Toshiba laptop with Windows 7. (I updated it to Windows 10 but then decided to go back to Windows 7). When I try to edit a picture I have saved the only options seem to be Paint, Windows Media Center, and Windows Photo Viewer. As far as I can tell none of these options allow one to change the brightness, contrast, or color. But a previous Toshiba laptop with Windows 7 had these additional possibilities when I right clicked on a photo. Does anyone know how I can edit my pictures, other than cropping with paint, using my present set up? Thanks!

My biggest concern with the photos I have is adjusting skin color since a fairly large number of them have a skin color that's too reddish. I downloaded Picasa photo organizer which does an excellent job with brightness and contrast but seems a little limited in its ability to adjust a reddish skin tone. Are there any of the many other suggested photo editors listed that you feel might do a better job adjusting a reddish skin tone and are very easy to use?

 

Sorry for all the comments. I just found lots of other adjustments that can be done in Pica and I think they will allow me to adjust the reddish skin tones successfully! Thanks again!!
