Explorer & Netscape No Longer Working Properly

I couldn't find anything on this..
When I open either Explorer or Netscape the browser will open briefly, close then the File Download box appears wanting to save the .htm file.

I have run: AVG Scan, Trend Online (overseas java version), a-squared, Microsoft Anti Spy, the active X scan on SpywareInfo.com, and Microsoft Windows Malicious Software Removal Tool.

I have no infections what so ever.

Any clues?

First Explorer started to fail, so I opened up Firefox to try to use it at Trends site to scan & found I needed Netscape instead, downloaded it, it worked two times until it started to do the same.

 

I later found out my Outlook Express won't open either....

I ran a sfc /scannow

Now Explorer and Netscape are working again - however quite slowly (think slow modem) and I'm on cable.

Outlook still won't open, even in safe mode.

Firefox is blazing right along.

ANY ideas or help appreciated. I'm stumped.
