If I create a partition in an external hdd can the partitions be individually formatted for two separate gaming consoles? Or will I not need the partition to have say for example data from a ps4 and wii u on it at the same time?

Since it's data, both can go on the one partition in separate folders. You won't be able to have two different formats (ie. NTFS and Fat32) on the same partition. You could create two partitions with one formatted NTFS and the other formatted Fat32.
