Failed Reinstall for Outlook Express

OS: Windows XP Home, Service Pack 2
Software: Outlook Express
Error: Address book failed to load. Outlook Express is incorrectly configured, please reinstall.

I have tried

I have tried the Uninstall within Control Panel.
I have also tried redownloading the entire IE/OE package and reinstalling, but I still get the same error message.

This one ties in with my other thread about AVG. If I cannot configure the mail proxy to work with IncrediMail then I need to be able to use OE again, as I had a bad experience with Eudora, n Thunderbird isn't get feature-rich enough for my needs.

So if anyone can figure out what I can do, that'd be great.

I do have my ancient OE Addressbook backed up, but when I restored it to where it should have been, that altered nothing.
