Favourites Problem

A friend is running Windows 98 on a bit older computer using Internet Explorer. When he goes to his favourites there are sites there that he or his family did not put there. He deletes them and they stay away until he closes down the computer and restarts it later...then they reappear. He has run Spybot, Adaware etc. but these "favourites" still will not stay gone. Also, when he is not connected to the internet, these favourites still open! Can you help? Thanks.
