Feeds Rss: How To Create Them?

Good morning!
I would like create a feed RSS for my company as I am handling the address book of the users and the idea is to have a feed added to the Chrome browser of all the user and when I update the address book I simply add it to the RSS feed and they receive the notification directly in the browser.

I found the extension RSS Feeder Reader and the result of the picture enclosed look good but... how can I do the same?
