file application problem

Recently I performed a system cleanup [small application]; I dont remember the program. I do remember me resetting file permissions, I thought it would allow me to manage files better.None the less I was then "not able" to copy or drag files in my windows. Ultimately I went to a previous restore point. I then had my control over files once again. My Ques: was my resetting file permissions the actual cause of no file control or possibly some other reason? Also what else could I have done to correct this problem.? I looked all over the web with no definitive resultsconfused Thanks ,in advance,for your input......Rich
