Trying the simple task of copying some files into Documents and Settings, All Users, .... BUT Docs&Settings is locked and properties,Security, etc.... will not let me change that. I've specifically added my username as admin and edited the permissions list to full control all sub-folders. No joy.

BUT - I found the answer in Take Ownership. Search for it:

Install it. It takes a while to re-set permissions on lots of files. Then the folder is yours to work with.

I hope no MajorGeek is going to say that was bad practice.

While most folders and files the NTFS security flags don't mess with without modifying, I think everyone should have a right to do what they want with the folders and files on their hard drive. "Take Ownership" is actually part of the Security settings in any folder or file. That link just integrates a shortcut to using it in the right click menu, which makes it much more convenient.
