   has anyone who's running windows xp sp3 have their desktop start randomly flickering, i have and i don't know if it falls under software or hardware but when i reboot windows ask me what i want it to do (restore last known good configeration etc) but when i reboot it eventually boots fine after 1-3 tries.
   is it a os glitch or (i hope not) hardware issues.

   Check the cables between PC and monitor to make sure they are securely connected, even go so far as to unplug and re-plug them in again.
   
   Check temps of your PC, especially as you are getting a last known good comment, and also run checkdisk and sfc /scannow on the HDD.
   
   Re-install gfx driver to latest if not already.
