Check device manager for any ? or ! showing on the devices ...however, it could be that the file is "in use" or protected for some reason ....right click the file and check the properties.

Are there other files on the hard drive 9in case you have to force by reformating that drive) ...are there permissions set for that folder? (properties/permissions or security).

since you reinstalled your OS on your computer, you might have security issue.
If you want to format your external HDD, you can simply go to disk management and delete the whole partition and recreate it and format it.
This, however, will delete everything you have in the external HDD.

Control panel / admin tools / computer management / disk management....right click on the drive and choose format.

    jwb,
ok let's start this thing from the beggining. And you're right about HDD formatting taking too long.
First, what OS are you using?
is your external HDD hooked up to a some kind of USB hub?
did you try to "delete the partition" first? instead of straight formatting?

Please post your answers and we'll go from there
