    Try this:
If it's a folder YOU created you may be able to delete it permanently in Safe Mode.

    Also:
    Right click the folder>Properties
Make sure it's NOT 'Read Only'

Untick the 'Read Only' box for the folder
    Try to delete it.
If you get an error message make note of it and post it here
    Good Luck!

    Try this.

Click START, RUN, then type in MSCONFIG (press enter).

Now select the radial button "Selective Startup".

    Uncheck "Load startup items".

Press OK. Reboot. Delete the folder, then reboot, is the folder still there?

If it is gone, run msconfig again, and select the radial button "Normal Startup".

Press ok, reboot. Does the folder reappear?

any of these should be able to delete this file for you, some files end up being locked by the application either used to download/open them, so deleting while not either in safe mode or at boot time, is near impossible.

    1. Pocket Killbox
    2. MoveOnBoot this one, once you dragNdrop the file or browse for its location, deletes the file on reboot, so any applications that have locked the file are not running so cannot lock it before deletion.. my fav!
    3. Unlocker This should also unlock and allow you to delete without the need for re-booting.
