It's a FIrefox extension called "StumbleUpon"

"StumbleUpon lets you "channelsurf" the best-reviewed sites on the web. It is a collaborative surfing tool for browsing, reviewing and sharing great sites with like-minded people. This helps you find interesting webpages you wouldn't think to search for."

You register and list your favorite sites according to type and it opens web sites submitted and scored by others using the program.

I found some very neat sites that I probably never would have found otherwise. It gives you a new toolbar, but you can close it when you're not using it.

I have stumbleupon installed and i love it, it is great and the amount of cool sites it finds for you is excellent..It can get a bit addictive but great all the same.
