With Windows XP, what happens differently with the loading of drivers when a computer does a fresh boot (turn off, then turn on) as opposed to doing a reboot (restart)?

I am asking this question because the picture quality of my 2nd monitor in a dual monitor setup is drastically different when doing a fresh boot vs a reboot.

This morning I pretty much proved that different things are happening in the boot process when doing a fresh boot vs a reboot. I found a new driver for my video card and loaded it in the hope it would solve my video problem on my 2nd monitor. It didn't solve anything but gave me a solid new clue.

When doing a reboot, using the device manager properties, I see the old driver is being loaded.......driver title, provider, version#, date, and details.

When doing a fresh boot, I see all the new information.

This sure is an annoying situation and I'd like to solve it. If no one has any suggestions on how to solve, does anyone have any good ideas for websites to go to that have fairly knowledgeable people they have used in the past to solve "geeky" problems?

In advance, any help is appreciated.

    Try cleaning your driver cache.
