FrontPage 2002 images & loading

I am running Front Page 2002 to do my web site. Have used it from the start, no problems. XP-and avg-pop up blockers are not enabled. Here's the problem: Adding pics to web site in front page 2002. Some pics go on fine, and other not at all..get the dreaded red x. Same camera, same .jpgs. I drag is onto the page from the flash drive (the way its always been done) and it has worked fine, but now some work some don't. Makes no sense to me. I even saved the pics on c/pictures folder, and same thing. Yes am saving it. Image shows up on preview, but not on web.
