I am operating in safe mode.
My problem is something at a low gut level is grabbing my hard drive, I can hear it making a repeated pattern, result is that the machine runs so very slow that I cannot do anything.
I use PC Security Shield 2010 and it is current.
Task manager shows no applications running and 2% cpu usage when running at 1/100 of a snail's pace
Cannot seem to install ccleaner in safe mode get message that administrator has set rules prohibiting this installation
Trying to download and install in regular mode may take all day
any suggestions?

Hi

What Windows version you using as some versions of Windows use indexing and this service can start accessing the HDD constantly at times?

Can you not run Windows in "normal" mode? if you cannot what do you see, if errors please post them or any info that maybe useful.

Possability is malware and for that you would have to run the below

I am using xp professional, current version 5.1 SP3.
I can boot up in normal mode, but it runs SO SLOW...maybe 3 minutes to do a task that normally takes 5 seconds.
No errors.
I have a Hijack this from when I got the machine 4 months ago and one painfully exstracted when running at super-snal mode.

when this first started, I could run "smart defrag" and the problem went away, unless I had to re-boot which bought the symptoms back.
N=pow, that doesn't seem to help.

I suggest you follow Halo's advice to rule out malware as the cause before you do anything else.
