    Anyone knows of any software that isn't owned by ESRI that can be used to do almost the same functions as ESRI.

    Interesting, we use ESRI here at work.

    Anyway, we have a GIS beta website that is run via open source:

    Not sure if this would help, but thought I'd pitch in.

    hmmmm.... i just finished training basic ArcGIS and according to our trainer, they find manifold software to be much better and can do almost anything that ArcGIS can do with easier commands and better georeferencing and simultaneous layering of shape files with different projections. Manifold is an all-in-one software unlike ArcGIS which requires other extensions to perform other features. All these for a very cheap cheap price. I will wait for theeir next manifold training.
