glittery graphics?

I'm not sure if if this goes in this category but here goes :-D

My sister wants to make one of those sparkly, glitter graphics like you see on myspace. I was wondering if anyone had any safe suggestions of programs she could use to make one of these. She wanted to download webfetti but with all the bad reviews I told her not to, that's why I was hoping someone could point me in a safe direction. Thanks!
