google chrome updates... how to allow as administrator

On my google chrome's "help" tab, it says that updates are disabled by the administrator; how do I enable them? from where?

I'm getting "ext-enhance" popups on my pages and they don't show up in my extensions list and I'm thinking that might have something to do with chrome's updates.

Google Chrome updates automatically in the background when an update is available. You can also check manually for updates by going to 'About Google Chrome'.

Your popups sound like malware.
