Graphics card developed issue

Ive got a strange issue. When I start PC the graphics are kind of 'ghosted' slightly behind themselves, if I pull the monitor plug out the graphics card and put it into the other DVI port it goes crystal clear graphics again. Then when I shut down and start up again or just do a restart it does the same again. This happens regrdless of which DVI port Im plugged into on start up. The drivers are all bang up to date as in Windows.
Spec is

Gigabyte GA-970A-UD3 motherboard
athlon fx4170 bulldozer CPU
16mb 1333 RAm , (2 x 8)
Sapphire radeon HD 4770 512mb Graphics
Seagate sata 2 HDD
standard 17" widescreen VGA monitor

on windows 7 pro 64

Ive tried uninstaling graphics drivers and reinstalling as well as monitor driver (didnt know they needed one!!), checked windows is up to date and also checked bios for any oddball settings. Any suggestions?

 

Swapped graphics for a radeon 4870 1gb and still have the same issue. Could it be a bios issue etc?

 

By any chance is your monitor an older analogue monitor with an old cable, are you using a HDTV with an analogue adapter,are you using a VGA to DVI adapter?

The reason I asked is because I've come across the same symptom a few years ago,I did not find a solution and then moved everything to digital dvi and hdmi so it became a none issue, I did theorise it was something to do with the cable though so i would definitely try another cable if you have one and it isn't build into the monitor.

yes it is a standard vga cable with a dvi adapter. never caused issues before. Just suddenly started. Will borrow a lead from another PC tomorrow and give it a whirl.
