Have been having some slight freezes recently

I have recently reinstalled windows because it had felt sluggish and was encountering some momentary freezes and even some restarts upon some of those freezes. so this is a fresh install of windows 7x64, and i do not have much of anything on it except for a few base programs and games.
there were not many issues in the begging, but i think i have encountered a few after some points of windows updates. because of that, it was convenient receiving some strange message from a person with a harsh accent telling me that there had been a known problem with windows recently that they were trying to offer troubleshooting assistance for people. i have not actually spoken to these people though so i cannot say for sure if any of this was true and relate-able to my problems. i could not find anything to support it though when i tried to search for recent known windows issues.

my problems in general are that there is a periodic slow down, the cursor and screen freeze up. however only for a few seconds, then essentially go back to normal. at some points, the cursor also visually hangs on different appearances such as the "I" looking type selecting version or the one to adjust the size of a window etc.
i am not sure if any of that gives away some clues as to what this might be about, but all efforts to check for malware have not turned up much and chckdsk and the likes didn't change much either. although i think i may have seen some parts that it might have said it was fixing that always looked as though they were from windows files. so things like that and a few more windows updates popping up after these scans made me think again that some of these updates could have effected my system.
i also tried to look over some of the other possibly related topics, leading my to try and check shell extensions. but only seeing microsoft extensions and my antivirus etc.

    my apologies for the rambling.
    thank you.

Thank you for your reply, i am using a Desktop PC at the moment. I do not think that it is anything like memory as when i open up the task manager it has never shown it using more than half of my memory and doesnt show any huge jumps in either that nor cpu usage. even during the course of these skips or freezes. but i could be wrong, since as i said my only idea was that maybe it was a problem after some windows updates or something of the sort.

provided i understood all of the directions correctly, this should be the attached information you requested.
    thanks.

You can go to Start - Run msconfig - ok , you have to to go to Startup tab removing any quotes except for antivirus programme - Apply - Ok , Windows is asking you about restarting your machine , you must restart your machine , after that you have to tick a box at a time finding if any programme is the cause of this situation , even some update of your graphic card maybe is the problem , is your machine overclocked ? You can download this

Motherboard is a asus m4a79xtd evo. As far as a selective start up though, i am not sure what i can do to isolate an issue. Since i havens had the same freezes since, but haven't been on for more than one hour periods. im not sure, perhaps its something over a longer span...or even i have willed it away at least momentarily by posting about it here.
i will update if anything more later when i can.
thanks again for your help thus far.

If you right click that task bar and bring up task manager, what do the performance graphs and the processes say on the cpu? Post pics if you can.

If i encounter it again and have the task manager up i will try and get a picture of them. however in general there is no flux, nor does it ever appear to that my cpu nor my memory are being highly taxed.
that is at least part of my problem and why i thought it could have been windows update problems. yet i haven't had any freezes like that in a little while now. i would hesitate to call it fixed or anything as i haven't really done much since i started this thread.
i have auslogics boostspeed that i run periodically, and even if not from there i was trying to run chckdsk scans and later i think defraging drives and registry. but as i said i still cant isolate what was happening nor if anything has changed since really.

Although i have not encountered much of anything freeze wise after all this, i think something has been fixed. or may have simply been something with the video card/drivers. since i had a strange slow down or freeze just as the nvidia console told me there was a driver update. i think it even gave me another update within the next day or two.
so yeaaa, still not sure but i am figuring it would be something along those lines now. dont know that i will be encountering anything again any time soon. but provided i am right, i think that either nvidia or windows are d-bags for not even informing of anything going on that they were working on patching.

anywho, will keep updating if anything come up.
thanks too all who offered up help and input.

In a slightly related note: the windows errors may be less of an issue than i thought. since i got a call at home from a person originally saying that they were from microsoft, and then later told me they were from http://www.geekstechnicalsupport.com... said they were offering support for windows errors. they asked me to run event viewer to see errors. i decided to google that function before i did anything and conveniently the first several results were all pertaining to a scam that fit the exact situation this guy was talking about.
so after speaking with this repetitive muttering indian fellow that i could barely understand. i asked what supposed server was receiving these error and why my computer would even being sending them to any server that wasn't affiliated with microsoft if their company was not in fact hired by some extend by microsoft to offer support. after that i think he hung up, to which i can only imagine a few things. either that it was a scammer that felt caught, or this person decided they didn't want to deal with proving themselves anymore and just gave up.
either way i don't think that it was legit, nor were my problems related to windows errors like i had originally thought.

although there were a few error and warning events in that event viewer, to which i suppose i could maybe bring up here. if anyone thinks that it is worth looking into.
