Supposing two 7200 RPM hard disks were identical except that one had double the capacity of the other, would there be any difference in power consumption between the two?

No. The only thing that might cause any difference in power consumption would be drive usage; whichever drive is used more will consume more power, obviously. But unless one drive is running almost all the time, and the other is not running almost all the time, the difference will be negligible.
