Help Finding App

Sorry for the long post but I need to explain.
I'm trying to find an app for my website where people can subscribe and receive regular emails. I need thier name,email,
city and country details. They will pay for information (from 1 to 12 weeks) but some weeks will be free so the database needs to check as to how many times they have been sent chargable info and if they are still financial. when they are sent info it needs to reduce available credit with the ability to warn them they are running out of credit a week before. Then to be able to let them pay on a recurring basis if they want.
Guess what I'm looking for is a combined subcription and mail service app. It's hosted on a windows box. They use aspmail,jmail (no cdonts) so an asp app is the go.
