Help How to lock down a PC, and prevent reinstalling the OS?

I have a request from a client, with a Security and monitoring business, using PC based DVR's, and IP cameras. What he wants to do is to install a program so that if a client does not pay for there system, or there maintenance contracts, that he can lock up there system, he has remote access to all of the DVR unites. He needs to be able to lock the client out and stop it from being used, in the past he has changed the ID and password, but the last client just reinstalled the software and is up and running.

He left my client with an outstanding bill for a system over $11,000. And refuses to pay, the court is trying to serve papers on him, every time they try, he goes back to India for a few weeks to a month, and keeps playing games. So to stop this from happing aging what can my client do to stop the "Bad" clients from just formatting and reinstalling the software? I know he is going to stop sending out software and set up a partition on the hard drive for reinstallation.

He has also asked if I can set up his laptop so that if it is taken from his network to lock up and even crash, or format the data with boot and nuke or a program like that, he keeps all his privet client info on it and a server, he uses a mobile hot-spot in the service van, so it is on the same network all the time.

I have a few ideas, but I wanted to see if anyone has any better ideas? I am going to take over and build all of his "New PC based DVR Units.” I want to make sure they are secure, and able to be locked down for non-payment.

I want to point out that I am not saying all persons from India are crooked, or that they are all pulling scams, I hate for 1 bad guy to defame all others from his Country. J

 

Hi jacer, i dont think it is possible to achieve what you are trying to do with hardware that was not manu'd that way.
