Help!! My computer keeps freezing up.

My computer was working fine up until about two weeks ago, since then I have been having all kinds of problems. I had Windows Vista Ultimate 64 bit installed and tried to go back to Windows XP 32 bit, but still have the same problems. I've also scanned the computer with several malware/adware programs, they come up with nothing. I've also tried a couple of registry fix programs, same thing. I've looked in the event viewer to see if something is causing the problems, but the problems that it showed were unrelated. So I fixed those problems thinking they might help the problem, but it's still doing it, but now nothing is logging on the event viewer. I’ve tried Kapersky 7 scan, NIS 2009 scan, Spybot Scan, Uniblue Registry Scan, Uniblue Spy Eraser Scan and nothing works. It will even freeze at the welcome screen if it’s idle for more than 5 minutes.
The first problem is that it is constantly freezing up. I don't get a BSOD, it just shows 100% CPU. The weird thing is I can still move the mouse cursor, I just can't click anything. The clock doesn't move, and I can't even get into the task manager, with CTRL ALT DEL. I tried leaving the task manager open to see what causes the problem, but it confuses me even more. Whatever program is active will continue to build CPU usage steadily until it's 100%. It almost always does it while the computer is at idle, but it has occurred intermittently when I was working on something.
My second problem might be related or unrelated, but for some reason both my LAN ports only have "limited connectivity" for some reason. I've tried setting manual IP addresses but, it makes it worse. I called EVGA and they haven't heard of any problems. Considering I've tried two different clean installs on my OS's it has to be something. I’ve also tried to flash to the most recent BIOS update, as well as new motherboard driver updates, thinking it might help the network controller.

    I have:
EVGA nForce 790i SLI FTW DIGITAL PWM P/N 132-YW-E180-A1
    (2) EVGA GeForce GTX 260 Core 216
    E8400
    8GB of Corsair Memory DDR3 PC 12800

I see two things that will really slow down your computer - turn off Tea Timer and RTHDCPL does not need to be running
    http://www.pcpitstop.com/libraries/process/i/RTHDCPL.EXE.html

Adobe 9 doesn't have to be loaded at start neither does Java Update Scheduler.

Do you have a government or business card authorization. I see this accoca.exe
If you do not, then it is time to go to the malware section
    starting here http://forums.majorgeeks.com/showthread.php?t=35407
when you have all the required logs, post a new thread here

DO NOT post your hijack log there. They do not want to see it.

Yes I do have a government account.

Thanks for the reply, I spent all night reflashing my BIOS and installing Vista 64bit again. So far so good, I got rid of NIS 2009 and bought Kaspersky 2010, it found several items of malware on a storage drive. I also ran Spy Sweeper again and it found a few more that Kaspersky didn't.

Hopefully it will stay safe this time. I did quit the items you mentioned in msconfig also. Again, I appreciate your reply.

You may want to run one of the following: Startup Monitor or WinPatrol These allow you to see what programs decide to run at startup. You can then uncheck/untick whatever you do not want running. If you change your mind, it is quite easy to go in and check/tick the item again.

If you removed Norton, be sure to run the Norton Removal Tool to get rid of any remnants that uninstalling left behind.

Well in reality I didn't install Norton again. I formatted my drive and put Vista back on, but put Kaspersky on instead of Norton. I'm a little ticked at Symantec that I ran a full scan on my computer EVERY night, and it didn't find anything. Then once these problems started occuring, they wanted to charge me $100 to find what I had already "subscribed" for protection.

Last time I use them. I'll try the startup monitoring software though.

    Thanks.
