Without seeing a screenshot if you can attach one of those, I would be guessing in that its "maybe" malware but more so a hardware issue, either the monitor or graphics card would be top two suspects, so to test those out, a few simple steps below....

Do you have another monitor to plug into your PC ( in a PC not laptop ) as this will narrow it to the monitor or PC. You can on most monitors just unplug it from your PC ( do thurn PC off first ) then you should see some red green blue diagnostics colourbar on the screen if the white lines are still there you have monitor problem and will need a tech to look at it, or excahnged if still under warranty.

If a CRT monitor, run its degauss if it has one, on the monitor there maybe a button with a horseshoe icon thats degauss.

Upgrade your Graphics Card drivers.
