Help with family computer, following guide, can't turn UAC off

    Chrome on my mom's computer suddenly wouldn't connect to the internet yesterday yet the wi-fi said it was connected fine.

    It says "DNS_PROBE_FINISHED_NXDOMAIN" so I googled on my computer what the problem could be and found that some people reset their dnscache or changed something in the services.msc among other things so I started trying to do those things.

    That's when I realized I couldn't reach services.msc (It says "This specified procedure could not be found."

    Or that I couldn't run cmd as administrator and that CCleaner, Revo Uninstaller, and malware bytes also say "This specified procedure could not be found." yet Minecraft and other programs are fine.

    And hitting the uninstall button via the control panel doesn't do anything either.

    All this was yesterday when I got home from work, I was too tired to do anything and told her I'd continue on it today.

    I tried to follow the "Vista, Win 7 and Win 8 Malware Removal/Cleaning Procedure" in the Malware Removal FAQ subforum because it's a Window 7 64-bit but I got stuck on disabling UAC. Whatever it is that has infected the computer, I can't disable that and I'm not sure if I should continue with installing and running the scanning programs since I assume they wouldn't work without UAC off since the guide says to not continue without it off.

    I can reach the slider for UAC but it doesn't do anything when I hit OK.

    Also, it has Kaspersky Internet Security but I tried running it and it just says it's loading with a loading bar and won't open.

    So, what should I do? Continue with installing the programs on the guide? I transferred them over to that computer with a flash drive.

    • Try this:
    • Go to start > type in "cmd"
    • Click on cmd.exe > and paste in the following:

    After you enable or disable UAC, you will have to reboot your computer for the changes to take effect.

    The to re-enable (once we have totally finished) Same procedure except paste this in:

    You should receive a success message saying: "The operation completed successfully"

    I didn't get a chance to do it yesterday but I just tried that and it says "Error: Access Denied."

    My mom says she's fine with doing a system recovery if that's what's needed, it's an HP All-In-One Touch computer and it has a recovery partition, but I don't know if that'll get rid of whatever is wrong.

    Run everything except for MGTools. Run this instead, and see if you can run it without disabling UAC.

    Now please download OTL by OldTimer.
    • Save it to your desktop.
    • Double-click on the OTL icon on your desktopto run it. (Note: if using Vista, Win7 or Win8 use right-click and select Run as Administrator)
    • Check the "Scan All Users" checkbox.
    • Check the "Standard Output".
    • Change the setting of "Drivers" and "Services" to "All"
    • Copy the text in the code box below and paste it into the http://img14.imageshack.us/img14/66/otlcustomfix.png text-field.

      netsvcs
      drives
      
    • Now click the http://img171.imageshack.us/img171/2405/runscanotl.png button.
    • One report will be created:
      • OTL.txt <-- Will be opened
    • Attach OTL.txt to your next message. (How to attach)

    Whenever I try to run any of the programs on the guide and OTL, it says "The specified procedure could not be found."

    Please download the latest version of Farbar Recovery Scan Tool and save it to your desktop.

    Note: Make sure you download the correct version for your PC. Only the correct version will work.
    • Double-click to run it. When the tool opens click Yes to disclaimer.
    • Press Scan button.
    • It will make a log (FRST.txt) in the same directory the tool is run. Please attach it to your next reply.
    • The first time the tool is run, it makes also another log (Addition.txt). Please attach it to your reply.

    I couldn't even move it to the desktop from the usb this time.

    I'm not sure if the batteries on the mouse were dull or the computer was just acting up. But I tried to just run it from the usb and it still said "The specified procedure could not be found."

    My mom's just going to take it to one of those places that fixes computers to see how much they'll charge and what they can do.
