http://support.microsoft.com/kb/290301/en-us Visit this link and download the cleanup tool from the link toward the end of the article. When you run the cleanup tool, look for the program you're trying to install in the list and remove/clean it. If you're getting this installer error on just about anything you try to install or uninstall, try this: http://www.majorgeeks.com/Dial-a-fix_d4899.html and click the Windows Installer box(es) and everything in the Registration Center. If that doesn't work, then you'll need to re-install the Windows Installer. Go to Add/Remove Programs, check the Show Updates box at the top, and scroll down, looking for Windows Installer 3.1. If you see it, remove it. If you don't see it, you'll need to download and install it (which you'll need to do after removing it anyway), so here's the link: http://www.microsoft.com/downloads/...FC-5F56-4A38-B838-DE776FD4138C&displaylang=en Your Windows XP must be able to pass validation to download the file....

    You saw this?

    No alternatives.

Give us the exact steps you went through to fix this.

Dial a Fix is probably a windows installer based app, so with it broken, it cannot install anyway.

There are no alternatives for the windows installer. Its broken, and needs to be fixed. As much as I hate Microsoft, everything breaks in every OS at some point.

    Ok

rename these three files under C:\windows\system32

    msiexec.exe
    msihnd.dll
    msi.dll

Then, copy these same named files from C:\windows\system32\dllcache to C:\windows\system32. If you renamed them per the MS artcile, rename them back to the correct names.

    Reboot. Install Windows Installer 3.1

    See how that works out.

OK people got the msiexec.exe and the dll files back into system 32 all appears well BUT now when I try to ensure the Windows Installer service is not disabled by typing "NET STOP MSISERVER" and "NET START MSISERVER" at the command line I get this ...

The Windows Management Instrumentaiton service is starting.
The Windows Management Instrumentaiton service could not be started.

The service did not report an error.

More help is available by typing NET HELPMSG 3534

And when I type NET HELPMSG 3534, the returned message is:

The service did not report an error.

and then it returns to the command prompt.

What the HECK is HELPMSG 3534 ???????

    Who writes this stuff ....

There is some information on troubleshooting Windows Management Instrumentation issues, but this was all I could find at Microsoft.com:

Tried system restore ..... didn't work

I believe that it has something to do with the RPC service configuration from everything I have read it has to do with a bug in the

sp2 install. When you get into the services tab under administrator controls you can click on the dependences tab and see that

Windows Installer is dependent on the RPC service .... only thing that comes close to explaining it is here:
