high ping times w/only 1 computer on network

I have a high ping time to google.com and random others on my server 2003 R2. It has ping times of 50+ ms whereas another computer on the same network has ping times of 15-25 ms. It is a domain controller, web server(very small aka hardly any network use), and dns. Network Utilization is approx. 0.05% of a 100 Mbps connection to the router. CPU runs typically 25% load. This high ping is for the internet in general. What made me suspicious is ALL webpages were taking at least 15-30 seconds to load. This is horrible compared to 1-3 on the other computer.
