High ping with applications, but its odd

This is very weird. I am on a college connection, as you can see here

Speedtest runs fine, but if I launch Steam, any game I play, Teamspeak, Xfire, etc, there is a noticable lag for each of them. I end up pinging 300 to servers that I normally ping 50 to. Firefox also loads slowly and incompletely (Youtube is out of the question right now)

I run AVG Free, Spybot S&D, and CCleaner pretty much nightly (I set them for when I go to bed). They are coming up clean at the moment.

I called my network administrator and was informed that none of the ports in use for my games or applications (such as 7757, for Red Orchestra) are being blocked or throttled.

I have everything except NvCpl disabled in msconfig, and I still have this issue.

I have used the repair function in Network Connections, released and renewed my IP and DNS, disabled the adapter and then enabled.

The internet works, just horribly.

Slow ping times may or may not be malware related. Are other aspects of using the Internet slow? Like general surfing and downloading?

What is the below from?
D:\DOCUME~1\wo0t\LOCALS~1\Temp\~nsu.tmp\Au_.exe

The best way to know if you have any hidden malware is by having you do the below. A log from an improperly installed HijackThis is not going to tell us too much by itself. Also you must not use MSconfig as you will see in the below procedure.

Please follow the instructions in the below link and attach the requested logs when you finish these instructions.
