A friend is receiving the following error messages in returned emails:

"Your message did not reach the following recipients. . .
Your email was not delivered because your email server has been blacklisted by one of the following services:
    RELAYS.ORDB.ORG
    LISTS.DSBL.ORG
    SBL-XBL.SPAMHAUS.ORG
You will need to contact these services to clear your email server or you can contact the email recipient by other means to have your address added to our safe email list."

"Your message has encountered delivery problems to the following recipient(s):
    Delivery failed
553 sorry, that domain isn't in my list of allowed rcpthosts (#5.7.1)
No recipients were successfully delivered to."

Does this indicate the computer has been hijacked and is part of a botnet?

No! It just means that the email servers he is sending to do not like his email server and believe it to be a spammer server.
