Horrible, annoying lag across all games PLEASE HELP

Ok this is a problem I've been dealing with for 2 years now and I,ve yet to pinpoint the cause. I am so tired of it. :cry

It's a weird one because it's so random. It's a weird kind of stutter that locks up my game every second. No matter the game. It happens on everything ranging from a SNES emulator to Crysis. Here my specs.

Phenom II X4 955 3.2GHz
4GB RAM 1333MHz
Radeon HD5870

I'm starting to think it's a hardware problem because I've been dealing with it across 3 Windows installations - a 7 and two XP's. And as you can see I don't have the kind of specs who should be lagging on SNES games... I keep my PC clean of dust, run regular Malwarebytes scans and use Microsoft Security Essentials. I also defragment monthly.

So yeah, throw me anything to try, at this point I'm hopeless. I was thinking of re-installing 7 again but I know the damn thing will be back in a month at best... :guns

Did everything and the stutter is still present. SlimDrivers found one outdated driver for sound (HDMI Sound) but it got overwrited again anyway with the new Catalyst update. Also after every steps I checked out some games and the lag was present through the whole process. Device Manager shows no question marks or anything special.

Oh and the Xbox stuff is just a Xbox360 controller emulator so I can play games with a PS3 controller.
