How can I change the keyboard layout?

Hi, I would like to change the arrangement of the letters of my keyboard but have found a few problems; I want to change it to a Dvorak layout since Im learning it in a desktop, I managed to change it there with no problem, but I use a laptop most of the time and I cant modify the layout in it.

I have used the option in the control panel, it says it doesnt have the dvorak layout installed, I also tried "the microsoft layout creator" but it gave me an error saying that I needed to install .NET framework 4; I installed it but the message saying that I need to install it kept showing.

So I would like to know if there is another way of changing the layout, if possible not just default ones since I plan to use another style of dvorak when I finish learning the one in english.
