How Do I Get Rid Of This

Yesterday, I ran Windows Update (Windows 10). Afterwards, my keyboard had changed to the US format. I thought updates were meant to leave your preferences alone. What also surprised me was settings said my keyboard was in UK format as was everything else other than the Windows display language. That had been changed to US format. I've changed it back and my keyboard is behaving.

The update has also seems to have added Microsoft News to my Toolbar. Currently, my Toolbar tells me that the temperature is 21 °C and it’s ‘Sunny’. If I want to now this I can find it out. If I click on it I'm taken to Microsoft News. I've tried to find a way to remove it but without success. Can I remove it or am I stuck with it?

My mistake, for which I apologise, I used the wrong term (toolbar) and what I was referring to is correctly called the Taskbar.

Thanks, but I know how to restore my keyboard. What I wanted to know if why Microsoft have to change my preferences during an update.
