How Do You Report Somebody In Another Country?

Say you're in Germany for example, and some twit from Canada is on the Internet, actively abusing you on a weekly basis. How do you report that person's abuse if they're overseas?

The reason I ask, is because I keep having issues with a stalker who resides in either New Zealand or Australia, but I live in Scotland. He's a guy I know from as far back as 2004. He posted a picture of himself and a dog which eventually allowed me to pinpoint who he is. A series of events led me to identify him as this person I knew from some Capcom related website I posted on, from as far back as 2004.

He obsessively signs into one gaming forum I go on, but he doesn't post with this particular ID anymore. I know it's him though, as he used the account before to reply to a thread, but that was in 2019. Whenever I check his last sign in date, he's often seen actively searching for my posts, because I set my profile to private. He also has a daft YouTube account with a lot of videos that refer to things he knows about me. While he is featured in the videos, he wears gloves and hides his face.

Basically, he harasses me on YouTube, and forums, and tries to mess up my profiles on film databases. Apart from that, he sends my address details to any people I have beef with, that I happen to talk about. He posted my address on a forum aimed at trolling. He also obsessively floats around wikis I use and revives articles I edited ages ago, even with anonymous IP addresses. Then he closes the accounts and makes new profiles. I'm sure he does this on purpose, as it then seemingly subscribes the user to the articles, so even guest edits notifies the user that someone had been editing these pages. That's pretty... weird.

My friend had him sending people to his door as well, because I uploaded an amateur movie and his house was shown in it. He also said on a dead relationship advice forum once that he will rape my sister's kids, and a lot more. He also flooded that forum with spam.

He's kind of creepy and annoying. I take it if the guy really is an Aussie, I cannot do much about his harassment. I've reported him to my local authorities, but they don't do a thing to help.
