In my LAN some users are palying games. they copied the setup files to the desktop & starts palying

is there any way to block them from playing this games. Rather than applying Group Policy through AD.

Stopping games that can be run from a file (do not require an install) will be very hard. If they are online games you can block the ports at your router. But if they can configure the ports things get harder. You then have to block IP addresses to the game sites.
Internal network play takes a LOT of work to prevent unless you use Group Policy. Often it is easier to use a little social pressure and leave the computing stuff alone.
