How To Control Cpu Speeds

I have a new Lenovo laptop, with an i5 3300H. CPU speed is 2.3 MHz, with 4.0 MHz Turbo.
I have the power settings set at Balanced. At this setting the CPU doesn't seem to boost to 4.0 MHz and runs right about 2.2. MHz.
If I set the power setting to Performance, the CPU seems to run at 4.0 MHz constantly.
I've played with the percentage settings but they don't seem to be doing much.
My question is this: Is there some app or tweak that will allow me to run the CPU at around 3.0 - 3.5 Mhz?
When I am running a game, my temps climb to 80C, when set at Performance and when I'm at the Balanced setting, I seem to feel some slight lag.
I tried the intel XTU app and either I didn't understand it well enough to set it or it wasn't doing what I wanted.
I hope this makes sense.

 

OK. I figured this out, I think. First the fans (2) do kick in and start cooling when they need to. That is why I wasn't looking for a fan controller to solve this CPU heat. On top of that, this model Lenovo seems to not be controllable.
I figured out the reason for a steady 4.0 MHz turbo speed. I had been playing with the advanced settings and some how I set the minimum at a 100%.
SO I restarted at the beginning. I set the minimum for 20% and Max at 100% in the power settings. I have the little battery icon thing, on the task bar, set in the middle.
I went back to XTU and set the turbo boast power max all the way to 20 watts. It was set for a max of 65 watts. I also shortened the time of the tubo.
I got about what I was looking for in temps. I ran a stress test (https://web.basemark.com/) and got nearly 80C.
Then after setting XTU, I got a max of 72C.
I'll probablly have to fine tune it some once I play a game for any length of time.
