Hp Pavilion Won't Boot

I have an HP Pavilion All in One that will not boot. I'm running windows 10 home and not 100% sure of the processor etc since I can't get into the system at all. The error code QR brought me to this url but I don't know what to do from here.

Reset failed and I even tried going to a command prompt to do a systemreset -cleanpc to go back to factory setting and that was not a recognized command. The command prompt keeps showing X as the directory and CD command doesn't change to C.

The backup functionality did work and it allowed me to get my sensitive files etc so I don't care if everything gets deleted at this point. Any help is appreciated.

 

Hi there - the model is 27-A230. The PC has exhibited these signs before when I first bought it and it was repaired under warranty back in 2019 where they changed the motherboard and reformatted the HDD and reinstalled the OS. If I can get into the BIOS (I'll try tonight when I get home) is there any other information that would be helpful?

 

BIOS showed the hard drive ok.
