HP w1907 monitor flickers

My HP w1907 flat screen monitor flickers, mainly when I open Win Explorer and click on files or folders. It's set at 60 hz, 1152 X 864 pixels. I've tried trading out the USB mouse, but that didn't work. I tried resetting the video controller (ATI Radeon 700 series) but that didn't work. I changed the refresh rate from 65 hz to 60 hz and I lowered the hardware acceleration neither of which had any effect. Monitor is maybe 2 years old and has worked fine until recently. Video card is older, but I'm not sure how much.
